UNEP's OzonAction Clearinghouse

The Challenge

To evaluate the United Nations Environment Program's OzonAction Clearing-House service.  This service helps countries around the world to comply with the Montreal Protocol on ozone-depleting substances.  It incorporates a range of communication vehicles from advanced Web approaches to personal contact. 


Our Approach

CULLBRIDGE™ surveyed clearinghouse staff, funders, users, and stakeholders from around the world, in four languages, using e-mail, fax, phone, and face-to-face meetings. Over seventy countries participated in the review. We based our recommendations on the findings.

This project was jointly conducted by CULLBRIDGE™ and Lura Consulting.

Cullbridge also developed the inaugural strategic plan for the global Clearing-House Mechanism (CHM) operated by the United Nations Environment Program's Convention on Biological Diversity, and conducted an independent evaluation of its Pilot Phase.
