The Challenge
To research the relative effectiveness of outreach
approaches being
used in Canada, USA and Europe for reducing the cosmetic use of pesticides on
residential property, both with and without legislative intervention (e.g.
pesticide by-laws.)
Our Approach
We selected nine leading programs for in-depth review. That
involved phone interviews
with distributors and local retailers to verify reductions claimed, and with
program planners and key stakeholders.

Result
We found that some approaches have consistently been much
more effective than others. It is considered a watershed piece
and is being widely used as a reference by non-government organizations and all levels
